The concept plan proposes to sub- <br />divide the existing lot into a total of five lots. One of the lots will have Lakeshore along Twin Lake. One of <br />the lots will have frontage on what is being called "Mitchell Trail" which currently is undeveloped. The <br />other three lots will have frontage on the existing Twin Lake Road and Twin Lake Trail. The two obvious <br />concerns with this proposed subdivision would be providing sanitary sewer to each of the five lots and <br />providing street access to the lot on Mitchell Trail. <br />Sanitary sewer is existing in the area. There is a sewer line that runs down the proposed Mitchell Trail <br />along the north side of the subdivision to a sewer line along the shoreline of Twin Lake. From Mitchell <br />Trail on Twin Lake Road, there is a short extension of sanitary sewer to the south. It appears that each of <br />the Tots could be provided with sanitary sewer. It may be necessary to have some internal easements <br />from one lot to another to provide sewer service access. <br />The second issue is that of street access. We believe that Mitchell Trail should be upgraded to a City <br />standard street section with a City standard cul -de -sac at the east end. In order to do this, additional <br />right -of -way will need to be provided by this plat for the street construction. There are existing homes on <br />the north side of Mitchell Trail. It may be necessary to do a public improvement if it is the City's intent to <br />assess these property owners for the new street. <br />At this time, there is no watermain available in the area so water service is not an issue. We assume that <br />storm drainage runoff would not be a major issue; however, this can be more easily determined when a <br />detailed grading plan for the proposed development is brought forward that indicates the amount and <br />direction that the runoff is expected to take. <br />If you have questions regarding any of these issues please call. <br />Sincerely, <br />Howard R.
