MINUTES <br />PLANNING COMMISSION <br />MAY 13, 1999 <br />CONCEPT <br />REVIEW — <br />MTTCHI;LL <br />PROPERTY — <br />SWIFT <br />CONSTRUCTION <br />soinessovall <br />REZONING <br />FROM PUD <br />TO I -2 — <br />3137 COUNTRY <br />DRIVE — <br />FRA-DOR <br />Mr. Mark Oberhamer, Swift Construction, appeared before the <br />Commission requesting concept review of a single - family five -lot <br />development for the Mitchell property located on Twin Lake Road. <br />Oberhamer reported that he just received the City Planner's report this <br />evening and noted that the lot sizes proposed are too small. Oberhamer <br />indicated that he will likely have to reduce the proposal from five lots to <br />four. <br />The City Planner indicated under the Shoreland Ordinance, the lot <br />abutting the lake must be a minimum of 20,000 square feet in size while <br />the other lots must be a minimum of 15,000 square feet. In the proposal <br />submitted, the lots not on the lake do not meet the 15,000 square foot <br />requirement. <br />Montour pointed out that access for two of the lots is proposed via <br />unimproved Mitchell Trail. <br />Oberhamer indicated that the right -of -way exists for the street; however, it <br />is unimproved_ The dedication of additional right -of -way may be <br />necessary for the cul -de -sac. <br />Keis pointed out that as the concept moves forward, the development will <br />be required to meet City standards. <br />Mr. Keis recommended approval of the development concept for 3240 <br />Twin Lake Road submitted by Swift Construction, subject to redrafting of <br />the concept to meet lot size requirements as well as all other City <br />standards. <br />Motion seconded by Montour. <br />Motion carried 7 — 0. <br />Mr. Frank Frattalone appeared before the Commission requesting approval <br />of the rezoning of3137 Country Drive from PUD to I -2. Frattalone <br />pointed out the history of the property as well as the City's establishment <br />of the I -2 Zoning District to address the use of stockpiling and recycling <br />operations. <br />The Zoning Administrator reviewed her letter dated May 13, 1999 <br />addressing issues related to open and outdoor storage of equipment on the <br />property as well as other zoning issues. Mursko explained that any <br />equipment or materials on the site other than customer and employee <br />parking is considered exterior storage. <br />Page 11 <br />
