Green Company <br />CONSULTING ENGINEERS <br />June 4, 1999 <br />File: <br />Honorable Chairman and <br />Planning Commission <br />City of Little Canada <br />515 Little Canada Road East <br />Little Canada, MN 55117 -1633 <br />RE: COUNTRY SIDE TERRACE OFFICE PARK <br />Dear Planning Commission Members: <br />As requested, we have reviewed the submittal for the Country side Terrace Office Park. The <br />submittal consisted of a site plan, landscaping plan, and building layouts. The proposed project <br />consists of two approximately 30,000- square foot office buildings located on Country Drive. It <br />was difficult to do a meaningful review from an engineering perspective because a grading, <br />drainage, and erosion control plan and a utility plan were not submitted. The site plan also <br />lacked dimensions and surrounding property. Based upon our review and comments received at <br />the staff review meeting, we offer the following comments: <br />1. There are watermain and sanitary sewer located in both Country Drive and Condit <br />Street. These existing utilities should be adequate to provide service to the proposed <br />buildings. <br />2. The site plan shows three access points along Country Drive and no access to the west <br />onto Condit Street. The access points have good spacing on the project site and should <br />be adequate to service both buildings. Without showing surrounding area it was <br />impossible to determine how the driveways worked with other properties. <br />3. It appears that the overhang on the east end of Building B encroaches into the setback <br />area. <br />4. The landscaping plan shows a 7 -foot high cedar fence along the west property line. The <br />fence jogs east and west with landscaping strategically placed on the inside and outside <br />of the fence. It is our understanding that the neighborhood to the west would prefer to <br />see a berm landscape with no fence. There is very little room in this area for any berm <br />of substantial height unless it uses the City right -of -way or a retaining wall to achieve a <br />reasonable height. <br />5. City ordinance requires that each parking stall be 20 feet in length. Although they are <br />not dimensioned on the site plan, it appears that the parking stalls shown are 18 feet in <br />length. No parking lot lighting was shown. We would suggest some concrete islands in <br />the parking lot at the middle entrance to direct traffic.
