The package was prepared by Loucks and Associates, Inc., and contained a site plan; <br />grading, drainage, and erosion control plan; utility plan; and preliminary plat, all of which were <br />dated May 18, 1999. Based upon our review and comments received at the staff review <br />meeting, we offer the following comments: <br />A. SITE PLAN <br />• The proposed site consists of a portion of two different lots; therefore, there is an <br />existing drainage and utility easement running north and south through the center of <br />the lot and a portion running east and west along the south lot line. This easement is <br />proposed to be vacated in order to create a buildable lot. <br />• The site plan also assumes that the City will vacate a portion of the service road <br />right -of -way approximately 10 feet wide and 165 feet long. This proposed right -of- <br />way to be vacated is shown as a portion of the project area. <br />• The site plan shows an access point at the northwest corner which will lead through <br />the Little Canada Mall to Minnesota Avenue. This access point makes sense for the <br />site because it will allow traffic to access Minnesota Avenue which has a signalized <br />intersection at Rice Street. Minnesota Avenue is currently being reconstructed. The <br />project is proposed to be assessed to the benefiting property owners in the fall of <br />1999. If this project is to have access to Minnesota Avenue, it could be considered <br />one of the benefiting property owners and, as such, could be included in the <br />assessment process. <br />• There are no handicap parking stalls shown on the site plan. <br />• The project sign is shown in the drainage and utility easement along the south <br />property line. <br />B. GRADING, DRAINAGE, AND EROSION CONTROL PLAN <br />• The site shows two access points onto the service road. The slope of the service <br />road is from west to east, with approximately nine feet of fall from the westerly <br />driveway to the easterly driveway. This leads to a westerly access point with <br />approximately a 5% grade falling into the site, and the easterly driveway with <br />approximately 6% grade falling out of the site. These are relatively steep driveways, <br />especially considering potential winter icing conditions.
