Honorable Chairman and <br />Planning Commission <br />June 4, 1999 <br />Page Two <br />building be looked at to see if there is a potential to step the building down in the <br />center in an attempt to minimize some of the steep grades on the site. <br />• Along the west edge of the project site, there is a retaining wall shown. At one point <br />the retaining wall is nine feet high. It would be better, if possible, to terrace a <br />retaining wall with this much height. If this is not possible, the retaining wall will need <br />some type of fence on the top of it to protect from people falling. It is likely that a <br />retaining wall of this size will have to be structurally designed and may require a <br />building permit. <br />• There is a small wetland shown in the site. The Watershed should be asked to <br />review this wetland to determine whether it can be filled. A letter should be <br />submitted by the Developer from the Watershed indicating their opinion on the <br />wetland and the ability of the Developer to fill it. <br />• No storm drainage calculations have been submitted. It is our understanding that the <br />storm drainage calculations will show some flooding of the parking lot area on the <br />north end of the site in an attempt to restrict the rate of runoff from the site. The City <br />has been previously looking at the possibility of using this direction as an emergency <br />overflow for storm drainage from Little Canada Mall located to the north. The <br />Developer should be requested to review this situation and determine whether it <br />would be possible to still use the storm drainage system in the service road for an <br />emergency overflow from the Little Canada Mall in a large rainfall event. If this is <br />possible, a storm sewer stub from catchbasin #4 to the north property line should be <br />provided. <br />• The storm sewer system ties into an existing culvert under the service road. This <br />then leads to the TH 36 drainage system. The existing culvert should be inspected <br />for condition and maintenance and, if necessary, either replaced or cleaned prior to <br />connecting storm sewer to it. We assume that a permit from MnDOT will be <br />necessary before connection to a culvert which flows ultimately to their drainage <br />system. <br />• An additional catchbasin should be provided on the east side of the easterly <br />driveway to catch as much runoff as possible before flowing onto the street. <br />• There is no landscaping plan provided for the site nor is there much area provided on <br />the site for any type of landscaping. There is a small sidewalk provided around the <br />perimeter of the building on the west side of the site. There is a retaining wall and on <br />the remaining sides of the site there is an approximately 5 -foot green space from the <br />parking area. <br />C. UTILITY PLAN <br />• There is existing sanitary sewer and watermain located in the service drive that <br />should have sufficient capacity to provide service to the proposed development. The <br />utility plan shows one 6 -inch water service provided to the building. The City does <br />require that a separate line for sprinkler systems and domestic consumption be <br />provided.
