MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />St. Martin pointed out that they have two access points on Viking Drive on <br />each corner of the site. In the northwest corner of the property there is <br />also a stub for access across the Little Canada Mall parcel to Minnesota <br />Avenue. That access is proposed as a future possibility, and for new <br />access for the site will be via Viking Drive. <br />St. Martin reported that he will add handicapped parking spaces to the site <br />plan. The sign proposed on the Viking Drive easement will either be <br />relocated or a permit will be obtained for that sign. With regard to grading <br />comments, St. Martin indicated the steepness of the drives at 5% and 6% <br />is manageable. St. Martin also indicated that the retaining wall proposed <br />does get to be 9 feet high on the west side of the property. They are <br />considering either a fence at the top of the wall or changing the wall to a <br />tiered system. <br />St. Martin pointed out that there is a 2,600 square foot wetland on the site. <br />They are currently working with a wetland specialist and will submit a <br />report to the Watershed. Storm sewer design is being coordinated with <br />MN DOT and they will be applying for a drainage permit. Storm sewer <br />will be designed to address overflow concerns from the Little Canada <br />Mall. <br />With regard to green space, St. Martin indicated that the green space is in <br />conformance with the Code requirements. There are no landscaping <br />requirements for this zoning district. <br />Duray asked if St. Martin was in agreement with the Engineer's <br />comments. <br />St. Martin replied that he was in agreement except for the comments <br />relative to the steepness of the driveways. Given the limited traffic and <br />the planned maintenance for these drives, St. Martin did not feel the <br />grades would be a problem. St. Martin indicated that they are in the <br />process of working on the other issues raised by the Engineer. <br />Reg Plowman indicated that they were very open to meeting the City's <br />architectural review guidelines. It is proposed that the building will have a <br />brick exterior. At this point they have not completely designed the <br />exterior of the building, but will do so with the guidelines in mind. <br />Montour stated that he would like to see more landscaping around the <br />perimeter of the building, and suggested that they work with the City <br />Planner on that issue. <br />PAGE 163 <br />
