MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />With regard to the drives, the City Planner indicated that the Code <br />indicates drives should have a 5% grade or less. However, the applicant <br />has the ability to negotiate this issue with the City Engineer. <br />St. Martin reported that the grades as proposed are the result of the <br />existing slope as it comes across Viking Drive. He also noted that for easy <br />access on the site, two drives are necessary. In that way trucks can enter <br />from one drive and exit from the other. <br />Knudsen asked if a variance would be necessary for the steepness of the <br />drives. The City Planner replied that the grades can be negotiated with the <br />City Engineer. <br />Duray asked if the grades can be reduced to 5 %. St. Martin indicated that <br />he would look at it. <br />Knudsen suggested that approval could be conditions on the applicant <br />working with the City Engineer on this issue. <br />The Planner suggested that the building could be moved closer to the <br />property line so that there is a double - loading drive isle rather than two <br />separate drives and also some additional area which could be landscaped. <br />This would save 20 to 25 feet of space on the site. Plowman indicated that <br />they would look at this suggestion. Plowman noted that if they retained <br />the eastern drive isle, trucks could access the site from Viking Drive, <br />circulate around the building, and exit the site via Minnesota Avenue. <br />Montour asked how many businesses would be located in the building. <br />Plowman estimated four and noted that 50% of the building would be <br />office use and 50% would be warehouse use. <br />Scott Moellner, Bob's Cycle, reported that the proposed parking lot is <br />three feet higher than the Bob's Cycle property. Moellner indicated that <br />they would like to see the elevations of the two parking lots kept as close <br />as possible. Moellner also noted that the plan shows storm sewer coming <br />onto their property. <br />Plowman reported that they would have to pick up the storm sewer run <br />coming from the Bob's Cycle property. <br />Moellner indicated that they have had significant drainage problems on <br />their property and take in run -off from adjacent properties. Moellner <br />again stated that they would like to keep the elevation differences between <br />the two parking lots minimal. <br />PAGE 164 <br />
