MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />Plowman pointed out that the Bob's Cycle building is close to the road, <br />therefore, the proposed new building will not block the Bob's Cycle <br />building. Plowman pointed out that the parking they are proposing is <br />required by Code, and noted that Bob's Cycle may be short of parking <br />since they have customers which use this property on the west as <br />additional parking area. Plowman indicated that lowering their building <br />by three feet would not help visibility for Bob's Cycle which already has <br />good visibility from the freeway. Plowman pointed out that the tenants in <br />their proposed building would not likely be using parking after normal <br />business hours, and they are aware that customers from Bob's Cycle may <br />use their lot as overflow parking. The owners of Little Canada Mall are <br />also aware that the customers to Bob's Cycle may use the access point to <br />Minnesota Avenue to avoid the Viking Drive/Rice Street intersection. <br />Duray pointed out that the development proposal must meet parking <br />requirements and there is no way to deviate from that requirement. <br />Parking requirements are based on the square footage and use of the <br />building. <br />Montour pointed out that the State is turning Rice Street over to the <br />County. It would be those agencies which would decide the types of <br />traffic controls along Rice Street. <br />Carson suggested that the building as proposed looks flat and that some <br />peaks be added to the building. Plowman reported that they intend to <br />comply with the City's architectural guidelines and will be addressing that <br />issue more closely. <br />Montour asked about pushing the building further west as suggested by <br />the City Planner. Plowman replied that he would look at this. <br />Wegleitner asked if there was an agreement with the Little Canada Mall to <br />allow traffic from the proposed development to access Minnesota Avenue <br />through that site. Plowman replied that they have an agreement and an <br />easement will be provided across the property for this purpose. <br />Wegleitner again questioned the weight restrictions on Minnesota Avenue. <br />The City Planner indicated that he will research this issue. <br />Montour pointed out the City Engineer suggestion that this property share <br />in the cost of improving Minnesota Avenue. Plowman was not sure about <br />that issue. Plowman pointed out that while the Little Canada Mall will be <br />helping with the issue of access to Minnesota Avenue. The storm sewer <br />system for this development will assist in addressing drainage concerns at <br />the Little Canada Mall property. <br />PAGE 166 <br />
