3248 Twin Lake Road <br />Little Canada, MN 55127 -4015 <br />June 16, 1999 <br />Mayor Michael Fahey <br />and City Council Members <br />City of Little Canada <br />515 East Little Canada Road <br />Little Canada, MN 55117 <br />Dear Mayor Fahey and Little Canada City Council Members: <br />Earlier this week we learned of the discussion that's been taking place between the City of Little Canada and Mark Obermann <br />of Swift Construction regarding the possible construction of a road on the property known as Mitchell Trail. <br />We wish to express our opposition to any type of road being built on Mitchell Trail for the following reasons: <br />1. A new road isn't necessary in that location. The houses which are located on the Klidzejs' properties (3244, 3246, and <br />3248 Twin Lake Road) already have existing driveways leading to Twin Lake Road. <br />2. If the City of Little Canada's interest in putting in a new road is based on fire engine accessibility fire engines can use the <br />already existing driveways. Fire engines should be able to depart by backing out of either of the existing driveways. Both <br />driveways are straight and do not require any complicated maneuvering to back out. One of the houses (3248) is also <br />directly accessible from the street. <br />3. We are very concerned about the loss of privacy and an increase in noise levels. A new road with a cul -de -sac at its end <br />would attract curiosity seekers and unnecessary traffic. <br />4. A new road would mean the loss of a safe play area for our 6- year -old son. It would also increase the risks to children's <br />personal safety by bringing in new motor vehicle traffic next to our yard where he and his friends play. <br />5. We do not wish to lose the existing trees, shrubs, and gardens. The very tall evergreen trees on the easement absolutely <br />would not be replaceable at least during our lifetimes. There is absolutely no point to destroying an especially maiestic, <br />natural setting when there are alternative ways to provide access for the new homes that will be built. <br />6. The existing trees, shrubs, and gardens provide food and shelter for birds and other wildlife. We are opposed to the <br />destruction of the animals' habitat. <br />7. If the Mitchell property is developed without putting a new road on the Mitchell Trail easement, then the developer can <br />probably build one more house than he'd be able to build otherwise. The additional house would provide the City of Little <br />Canada with an increased tax base and more revenue. Why wouldn't the City want this to happen? <br />8. If a new road and cul -de -sac were built on the Mitchell Trail easement the City of Little Canada would incur increased <br />costs to its budget for the maintenance and snowplowing of a new road. Why would the City want this to happen when the <br />road is unnecessary in the first place? <br />We are not opposed to the development and construction of new lots and houses on the Mitchell Farm property. We just want <br />to see them built with driveways leading to either Twin Lake Road or Twin Lake Trail, not to an entirely new street. <br />In summary, we oppose putting in a new street on the Mitchell Trail easement. <br />If you have any questions, our home phone is (651) 481 -9085 and Angie's daytime phone number is (612) 624 -1129.
