owarc R. Green Company
CONSULTING ENGINEERS
June 16, 1999
File: 807270J -0240
Ms. Kathy Glanzer
City of Little Canada
515 Little Canada Road East
Little Canada, Minnesota 55117 -1633
RE: TWIN LAKE ROAD SUBDIVISION
CUL -DE -SAC DESIGN
Dear Ms. Glanzer:
This letter is in response to your question regarding the cul -de -sac design for the Twin Lakes
Road subdivision. As I understand a meeting was held recently with the developer and the City
Fire Marshall in attendance. The developer had suggested that rather than building a full cul-
de -sac he would prefer to construct some type of a "hammerhead" design which would require
much less land and construction cost. I also understand that the Fire Marshall was not opposed
to this but was not sure of what the details of the design should be in order to facilitate the
turning of the fire vehicles.
I have discussed this issue with Greg Schroeder, Public Works Director. He and I agree that
the instances of fire vehicles having to travel to the end of this road will be limited. Even if they
do, the fire department usually has additional man power available to help facilitate the turning
movements and making sure the backing of the vehicle can be accomplished safely. However,
the Public Works Department will quite often have to go to the end of this cul -de -sac with
equipment such as for snow plowing. The Public Works Department typically only has one man
in the equipment. The backing up of the snowplow rather than the turning motion forward
through a cul -de -sac is much less safe. Greg Schroeder and I both agree that at this point in
time it would be better if the developer would be required to were build a full cul -de -sac even
though it is a relativity short street with limited amount of driveway access onto it.
If the developer would like to discuss this issue further I am sure Greg and I could be available
at a mutually convenient time. Please let me know how you would like to proceed with this
issue.
Sincerely,
Howard R.
