MINUTES <br />PLANNING COMMISSION <br />JUNE 9, 1999 <br />CUP FOR OPEN <br />AND OUTDOOR <br />STORAGE — <br />3168 RYAN LANE <br />ROYAL <br />EXCAVATING <br />Larson reported that at the time he added on to his building the Building <br />Official allowed the one larger access rather than having two access <br />points. <br />Duray asked the completion date for the items identified by the Zoning <br />Administrator. Mursko replied that the recommended completion date is <br />December 31, 1999. Larson indicated that he did not have a problem with <br />that date. <br />Carson recommended approval of the Conditional Use Permit for open <br />and outdoor storage of construction equipment and machinery as an <br />accessory use at 3172 Spruce Street, Petroleum Maintenance, subject to <br />compliance with the recommendations of the Zoning Administrator as <br />outlined in her report dated June 9, 1999 and subject to the review and <br />approval of the issue of access width by the City Engineer. <br />Motion seconded by Knudsen. <br />Motion carried 5 — 0. <br />The Commission reviewed the application of Pete Kranz, Royal <br />Excavating, 3168 Ryan Lane, for a Conditional Use Permit to allow open <br />and outdoor storage of trucks and equipment as an accessory use. <br />Mursko reported that the storage would occur in the rear yard of the <br />property. Surfacing of this storage area is Class V materials. The <br />property is landscaped and meets the City's landscaping requirements. <br />Mursko pointed out that required parking must be blacktopped and noted <br />that the site plan does not show how many spaces will be located in the <br />front yard. The Code requires 10 parking spaces for this site. Mursko <br />indicated that Mr. Kranz has indicated that he will install slats in the <br />existing cyclone fence in order to screen the storage area. Mursko further <br />noted that Mr. Kranz is considering an addition to his building; however, <br />plans for this addition are not yet finalized. <br />Roger Stanke, property owner in the area, asked why the City is requiring <br />the screening of outdoor storage. Stanke reported that the Ramsey County <br />Sheriff's Department is opposed to the screening of outdoor storage for <br />security reasons. Stanke reported that his business is broken into one to <br />two nights each week. Stanke reported that the property owners in Ryan <br />Industrial Park would prefer not to screen their outdoor storage. <br />Page 62 <br />
