<br /> <br /> Staff Report <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Eric Seaburg, City Engineer <br /> <br />Date: April 22, 2026 <br /> <br />Re: Rice Street Sidewalk Improvement Project – Approve Plans, Authorize Bidding <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Approve construction plans and authorize bidding for the Rice Street sidewalk project. <br /> <br />Background: <br />The upcoming Rice Street Improvement Project will install sidewalk along the east side of Rice Street <br />from just south of Demont Avenue to County Road C, as shown in the attached Project Location Map. <br /> <br />The project, which is now estimated to cost $680,000, was awarded $250,000 in grant funding through <br />the program. During the development process for the RIDE Apartments, the developer committed <br />another $300,000 to this sidewalk project. Lastly, Ramsey County Public Works has committed to <br />funding 50% of the remaining costs in accordance with their Cost Participation Policy. Therefore, the <br />City and County’s share of the project, after factoring the grant and development contributions, is <br />estimated at $65,000 each. <br /> <br /> <br />Funding Source Amount <br />RIDE Apartments $300,000 <br />Ramsey County Critical Corridors Grant $250,000 <br />Ramsey County Public Works $65,000 <br />City of Little Canada $65,000 <br />Total (Includes Contingency and Indirect) $680,000 <br /> <br />Strategic Priority: <br />The planned corridor enhancements deliver on the following 2030 Strategic Plan objective: <br /> <br />Delivering Dynamic Community Spaces <br />Little Canada desires to connect the community by linking trails and sidewalks and creating a <br />community building for public gatherings. The city places a high value on keeping a small town <br />feel and sense of community. <br /> <br /> <br />
