<br />Personnel Committee:
<br />Following initial staff analysis, two firms, MGT and PayPoint HR, were invited to give a presentation
<br />and interview with the Personnel Committee members. As a reminder, Mayor Fischer, Council
<br />member Kwapick are the council members serving on the Personnel Committee. Administrative staff
<br />also participated as part of the interview. The presentation required a representation of the “tools” used
<br />throughout the process, including an employee questionnaire, a market survey, a job evaluation, a pay
<br />plan, and post-implementation tools for future use.

<br />Following the interviews, the Personnel Committee discussed each firm and is recommending MGT
<br />Impact Solutions, LLC, for a variety of reasons.

<br />Project Experience
<br />MGT has similar experience with Minnesota cities, including Woodbury and Stillwater. They are
<br />understanding of MN Pay Equity. Additionally, they have clients throughout the US and a deep bench
<br />of compensation-focused team members, as well as Minnesota-based experts, should additional
<br />assistance be needed.

<br />Project Tools
<br />When interviewed, MGT shared examples of their project tools, including a custom market survey
<br />platform, employee communication documents, and employee and job evaluation tools. The interview
<br />panel was also able to better understand the 10-point factor evaluation and the post-project scoring tool
<br />for future use.
<br />
<br />Custom Market Survey
<br />MGT will provide data from 15-20 comparable communities and private sector data sources. They will
<br />develop a custom market survey, which will then be distributed to the selected communities. This
<br />market survey ensures that current-year data is provided. Staff is also recommending the inclusion of
<br />the optional benefit analysis as part of this survey.
