MGT Impact Solutions, LLC <br />(MGT) is pleased to submit this proposal to assist the City in evaluating its current framework <br />and developing a modern system that reflects the realities of today’s labor market while <br />remaining practical for long-term administration. <br />As public sector organizations evolve, classification and compensation systems must also <br />adapt to changing workforce expectations, emerging job roles, and increasing competition for <br />talent. Through this study, the City will gain a clear understanding of how its current <br />classification structure and pay practices compare to relevant peer organizations and whether <br />they continue to support the City’s goals for recruitment, retention, and internal equity. The <br />results of the study will provide the City with a transparent and defensible compensation <br />framework that aligns job responsibilities with appropriate pay levels and creates a structure <br />that can be maintained as the organization grows and changes. <br />The City currently utilizes the Minnesota State Job Match Evaluation System to support job <br />classification and pay equity compliance. While useful for reference, benchmark matching alone <br />may not fully capture the complexity of modern municipal roles or provide flexibility for <br />evaluating new or evolving positions. This study will help the City build on its current framework <br />while implementing a more precise and transparent job evaluation approach. <br />MGT will support the City through a structured, collaborative study that validates job <br />responsibilities, analyzes compensation against relevant labor markets, and develops an <br />equitable and sustainable classification and compensation system. The City will receive clear, <br />practical recommendations that can be implemented in a fiscally responsible manner. <br />Thank you for the opportunity and your consideration.
