KEY PERSONNEL <br /> CITY OF LITTLE CANADA | MARCH 16, 2026 <br />RFP | CLASSIFICATION AND COMPENSATION STUDY PAGE 7 <br /> <br />compensation modernization ensures the City of Little Canada will receive recommendations <br />that balance market competitiveness, internal equity, and fiscal responsibility. <br />Subject Matter Advisor - Minnesota Municipal Government <br />Charlene Stevens, M.P.A, Vice President <br />Charlene adds significant regional expertise to the project team with more than 25 years of <br />municipal leadership experience in Minnesota and across the Midwest. Having served as City <br />Administrator for both Cottage Grove and Willmar, Charlene understands the operational <br />realities facing Minnesota cities, including workforce recruitment pressures, pay equity <br />considerations, and the expectations of elected officials and community stakeholders. Her deep <br />involvement with Minnesota municipal organizations, including the Minnesota City/County <br />Managers Association and the League of Minnesota Cities, provides the team with valuable <br />insight into regional labor market conditions and governance practices. Charlene’s experience <br />ensures the study’s recommendations reflect both best practices in compensation design and <br />the practical needs of Minnesota municipalities. <br />Project Staff Roles and Responsibilities <br />ROLE ASSIGNED RESPONSIBILITIES <br />Project Officer <br />City of Little Canada <br />We look forward to working with the City’s Project Officer to build a long- <br />lasting partnership that produces innovative solutions. <br />Project Director <br />Rachel Skaggs <br />The Director holds the following responsibilities: <br /> Oversees contractual process at the start of the project. <br /> Ensures the team fulfills all contractual requirements. <br /> Resolves any conflicts or point of escalation for any challenges. <br /> Practice and project team management. <br />Project Manager <br />Katy Yee <br />Rachel King <br />The Project Manager holds the following responsibilities: <br /> Main point of contact for the City. <br /> Day-to-day management of the project, tasks, and deliverables. <br /> Oversight over service and deliverable quality. <br /> Management of all project deadlines. <br /> Maintains frequent contact with the City’s Project Officer throughout the <br />lifecycle of the project. <br />Consultant Team* <br />Alice Bieszczat <br />Joel Palladini <br />Bill Meni <br /> <br />Subject Matter Advisor – <br />Minnesota <br />Charlene Stevens <br />The Consultant Team has the following responsibilities: <br /> Works closely with the City under the direction of the Project Manager to <br />carry out tasks and deliverables. <br /> Utilizes subject matter expertise to customize and execute each task <br />and fulfill the City’s stated expectations. <br /> Conducts data collection and analysis. <br /> Reviews, documents, evaluates, and generates recommendations in <br />accordance with each component of the work plan. <br />*Additional subject matter experts may be engaged at the Project Manager’s discretion to support <br />specific aspects of the study, such as employee interviews.
