PROJECT APPROACH & TIMELINE <br /> CITY OF LITTLE CANADA | MARCH 16, 2026 <br />RFP | CLASSIFICATION AND COMPENSATION STUDY PAGE 17 <br /> <br />Work Plan Assumptions <br />Providing assumptions helps the entire team (client and consultant) fully understand each <br />other’s expectations for the project. The following outlines our work plan assumptions: <br />1) The City will assign a Project Officer before or at project kickoff to serve as the main <br />contact, coordinating communication between the City, stakeholders, and MGT. <br />2) All project phases will include input from the Project Officer and the City’s key <br />stakeholders. MGT views this work as a partnership, and the insights provided by <br />stakeholders are essential to ensuring outcomes align with the City’s mission, vision, <br />and goals. <br />3) MGT will need reasonable cooperation and participation by staff and management, and <br />timely access to the City’s data. Delays in receiving data or input during the study may <br />result in time extensions to the original project schedule. <br />4) MGT will request employee/job data in a standard Excel format. To stay on schedule, the <br />City should provide a usable database within about two weeks. MGT’s initial work <br />depends on receiving this data and will promptly notify the City if the file doesn't meet <br />specifications. All employee data provided will be assumed accurate and valid. <br />5) Requests to add benchmark jobs or comparable agencies beyond the original scope will <br />require a change order and contract amendment to reflect additional costs. These <br />requests should be submitted by the City’s Project Officer to the MGT Project Manager <br />for review and approval before inclusion in the analysis. This proposal’s budget covers <br />up to 23 jobs and 15 – 20 comparable agencies. Additional jobs may be added for $450 <br />(market evaluation only) or $825 (evaluation plus job description). Additional <br />comparable agencies can be added for $1,000 each. <br />6) If the City prefers MGT to utilize additional sources of salary data other than MGT’s <br />Custom Market Survey and the Salary.com CompAnalyst tool (e.g., a subscriber service, <br />or regional salary survey), the City will facilitate MGT’s access and assume any <br />associated costs. <br />7) MGT will develop and provide up to two draft reports for review and feedback by the <br />City’s Project Officer and other key staff before preparing the final reports. Final reports <br />are assumed to be final if we do not hear from the City within three weeks of final report <br />delivery. <br />8) This proposal includes two presentations of the final recommendations. Additional <br />presentations can be provided upon request for an added fee. <br />The entire study process is transparent, and all data collection instruments, methodology, and <br />final outcomes will be documented in the final report in detail. All files are provided to the City in <br />Excel or Word format for maximum implementation efficiency and periodic updating. <br />Project Timeline <br />MGT recognizes the City’s preferred timeline to initiate the study no later than May 1, 2026, with <br />market analysis and preliminary recommendations ideally completed by August 1, 2026. The <br />proposed work plan reflects this target schedule; however, final project timing will be confirmed <br />during study initiation in coordination with City staff to ensure sufficient time for data collection, <br />analysis, and stakeholder engagement.
