<br />Rachel Skaggs is an accomplished Vice President with over a
<br />decade of leadership experience in local government management.
<br />She brings deep expertise in budget administration, compensation
<br />analysis, human resources, and community engagement, having
<br />successfully led more than 150 projects classification and
<br />compensation studies for communities across many states.
<br />Rachel takes a strategic, data-driven approach to developing
<br />classification and compensation plans that promote both internal
<br />and external equity while strengthening long-term organizational
<br />efficiency.
<br />Her career includes significant contributions to Illinois
<br />municipalities such as the Village of Montgomery, Village of
<br />Schaumburg, and City of Princeton, where she demonstrated
<br />exceptional fiscal stewardship and strategic leadership.
<br />As a former City Manager, Rachel oversaw human resources,
<br />budgeting, economic development, and community outreach
<br />efforts, consistently building stronger, more engaged communities.
<br />She is a passionate advocate for diversity, equity, and inclusion in
<br />public administration—co-authoring articles on women in
<br />government leadership and spearheading initiatives to expand
<br />citizen participation.
<br />Rachel’s commitment to collaboration and integrity is reflected in
