Hanson <br />The 1999 budget document is enclosed under separate cover. The steps we need to take to <br />complete the 1999 budget process are as follows: <br />♦ Conduct public hearing on 1999 budget and proposed tax levy. <br />♦ Approve 1999 budget. <br />♦ Certify 1999 tax levy (see resolution attached). <br />♦ Approve 1999 bonded debt levy reductions (see resolution attached). <br />• Allocate General Fund dollars to bonded debt reductions (see resolution attached). <br />Note: These last two steps designate our total levy as a General Fund levy rather than a <br />combination between the General Fund and Debt Service. This is a result of a <br />recommendation from our Auditors a few years ago to give us more protection under levy <br />limits. <br />• Ratify 1999 salary recommendations (previously distributed). <br />♦ Ratify 1999 capital improvement plan (included in budget document). <br />♦ Formally designate 1998 budget surplus as primary source and infrastructure replacement <br />fund as secondary source to provide needed funds to balance 1999 budget and attain zero <br />percent tax levy. <br />Should you have any comments on the budget document prior to Thursday's meeting, please let <br />me know. Subject to any comments you may have, it would be my recommendation we adopt <br />the 1999 budget and certify the tax levies as proposed in the agenda packet. <br />JRH:kpp <br />Enclosures <br />Page 30 <br />
