Fahey <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />Here is the current status report for the Rice Street/Little Canada Road redevelopment project: <br />♦ City staff met with Ramsey County Public Works staff to discuss the reconstruction of <br />Little Canada Road. They key issue with this project is the need for additional right -of- <br />way to build the road as proposed. As you may recall, we had stated our preference for a <br />southerly alignment given the fact that we controlled significant property along this <br />alignment, the apparent willingness of Lakeside Apartments to work with us in the <br />development of the pond and pathway, and to minimize the impact on the Round Lake <br />and Thunder Bay Plaza shopping centers. A southerly alignment necessitates additional <br />right -of -way from the Venetian Inn, Sherman Rutzick, and Lakeside Apartments (see <br />copy of map attached). <br />You will note that 40' of additional right -of -way is duplicated at the Venetian Inn to fully <br />accommodate the road section as proposed. While we can likely minimize that amount <br />of acquisition, additional right -of -way beyond 66' is necessary. The issue this raises <br />relative to the Venetian Inn is one of severable damages if we were to acquire the <br />easement needed through eminent domain. My concern in this regard stems from the <br />appraisal conducted on the Saxon Lane where we were looking at acquiring <br />approximately one acre of land behind Dr. Allan separating it from the remaining <br />bowling alley property. In this case, the amount of severable damages was higher than <br />the value of the land ($169,000 versus $156,000). Given the nature of the Venetian Inn's <br />parking arrangement, my concern would be that this impact could be even greater on <br />their parcel. <br />This leads my to conclude that if we were to reconstruct Little Canada Road and acquire <br />the necessary right -of -way, we may need to consider the possibility of acquiring the <br />entire Venetian Inn site at this time to avoid the severable damages issue.
