MINUTES
PLANNING COMMISSION
NOVEMBER 12, 1998
Huebscher explained that the wood exterior of the building will be
covered with a block facing or overblock. The block on the west side of
the building will be rough -face block. The block added on the east and
south elevation will have a brick appearance. Also a metal roof will be
installed on the addition which will wrap around to the front of the
building. The proposed construction will blend the original and addition
together.
Ray Thul and Rus Boogren of Cobblestone Village appeared before the
Commission to find out more about the proposal.
Huebscher explained the addition proposed, again noting that it will go out
on the west side of the building.
The City Planner asked about the building materials that will be used on
the front of the building. Huebscher replied that the front would remain
glass. All areas of the front which are not glass will be covered in the
overbrick material. Huebscher again indicated that the west side of the
building would have a concrete block appearance matching the back of the
building. The front and east sides will be covered in the overbrick. There
will be no wood on the exterior of the building. The metal roof will
extend around to the front of the building.
Huebscher submitted a memo dated November 10th from his architect that
addresses the concerns raised in the City Engineer's report. Huebscher
explained that the diagram submitted to the Commission does not depict
the entrance drive to the site in the correct location. The building itself
actually has two entrances. Customers use the side (east) entrance, and the
improvements proposed will make the front door less appealing to
customers.
The City Planner commented that the correction of the driveway location
addresses the Engineer's concerns.
Mr. Huebscher was asked to provide staff a drawing showing the correct
driveway location. He was also asked to bring samples of the brick
treatments that are proposed to be used to the City Council meeting for
their review.
Mr. Montour recommended approval of the amendment to the Conditional
Use Permit requested by St. Croix Screenprinting allowing the expansion
of their building subject to compliance with the recommendations of the
City Planner as outlined in his report dated November 9, 1998, subject to
compliance with the recommendations of the City Engineer as outlined in
Page 17
