Fahey <br />COUNCIL <br />Beverly Scaize <br />Jim LaValle <br />Steve Mercian <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R Hanson <br />Staff conducted four neighborhood meetings this past week on our proposed 1999 improvement <br />projects. Copies of my notes from those meetings as well as the City Engineer's reports and <br />sign -up lists are attached for your review. (All affected property owners were invited to attend.) <br />Based upon the results of those meetings, staff has the following recommendations: <br />♦ Minnesota Avenue (Rice Street to Cobblestone Village) should proceed. <br />♦ Australian Avenue/Bluwood Avenue (Lakeshore to the west) should be postponed until <br />the next project cycle based upon the request of the neighborhood and their <br />understanding that no further maintenance by the City will be done on these roadways. <br />♦ East Brooks Avenue (Savage Lane to Morrison) should proceed. Please note that the <br />neighborhood will likely ask the Council to postpone the project and/or eliminate the <br />installation of curb and gutter. As you will note in the neighborhood meeting minutes, <br />staff made it clear that we will be recommending this project to proceed as an urban road <br />section due to the deteriorated condition of the roadway. The neighborhood understood <br />that position, but is concerned about the cost. <br />♦ Viking Drive (McMenemy to Edgerton) requires significant work. There are some very <br />difficult issues on this roadway that need to be addressed. Based on review conducted on <br />November 20`" by the City Engineer and the Public Works Director, a determination was <br />made that the roadway needs to be reconstructed and that recycling is not an option due <br />to the strong likelihood that an inadequate base exists under the current road surface. The <br />ideal road width is 32' to accommodate pedestrian traffic on- street and it is likely we can <br />build a road of between 28' -32' if we are able to move the MNDOT fence closer to <br />Highway 36. Thereby minimizing the impact on existing vegetation. Drainage <br />improvements can be accommodated with flow moving towards Highway 36. Curb and <br />gutter can likely be installed in the majority of this area, although there could be some <br />sections where it may not be feasible depending on the actual depth of the roadway cut. <br />Page 33 <br />
