Mayor & City Council
November 20, 1998
Page 2
A path at the rear of the properties could prove to be very difficult given private property
issues as well as topographical concerns. (This requires further evaluation as well as
comments from the Parks and Recreation Commission.) If we proceed with the project
as discussed above, ditches would remain in place in some areas. To achieve the
eventual elimination of the ditches, some type of planting project would be required to
provide for future screening in order that existing vegetation can be removed and the
ditches filled. It is staff's recommendation that we move forward with this project with
the understanding that additional planning and neighborhood input will be necessary
before construction plans can be finalized.
The next step in the improvement process would be to have the City Engineer complete
feasibility studies based on the information contained above. Once those are complete, they
would be presented to the Council for approval at our December 16th meeting. At that time, we
would call for improvement hearings to be held sometime in January.
It should also be noted that we have two additional neighborhood meetings to conduct on
December 8th for LaBore and McMenemy. These meetings will be held in conjunction with
Ramsey County officials due to the fact they are County recycling projects. Improvement
hearings will be necessary to the extent we are planning to place curb and gutter and assess a
portion of that cost.
It should also be noted that Little Canada Road is in the mix for 1999 as well. Please see
discussion of that topic under the Rice Street/Little Canada Road redevelopment update.
If you have any comments or questions regarding the information contained in this report, please
let me know.
JRH:kpp
Enclosures
Page 34
