Steve Morelan stated that he agrees both roads need attention. However, he is willing to live <br />with current conditions for another cycle. The majority of the residents agreed with his <br />statement. <br />Doug McKinnon stated that he is an appraiser and that there is only $500- $1,000 benefit per <br />lot from this type of improvement. In no way does it approach the amount the City is <br />proposing to assess. The City Administrator stated that the City's assessment policy has <br />been supported by our appraisers and has been upheld in Court challenges. <br />The residents asked if they have anything to say about whether or not this project goes <br />forward. The City Administrator explained that neighborhood opinion does carry weight <br />with the City Council and has resulted in projects being postponed to a future construction <br />cycle. He also pointed out that ultimately, the street will need to be reconstructed and further <br />postponing will not be possible. Lastly, he commented that due to the road's current <br />condition, the City will not be doing any significant maintenance on it because it would be a <br />poor use of City resources. <br />The consensus of those present was to postpone the reconstruction of Australian and <br />Bluwood until the next construction cycle. <br />Jim Gregor questioned the drainage at the cul -de -sac on Australian Avenue. He indicated <br />that the driveway at the residence just west of him periodically floods. The City <br />Administrator stated that perhaps the grading was not done appropriately when the gravel <br />base was put in. When the road is reconstructed, this condition can be resolved due to the <br />existence of storm sewer in that area. <br />Mr. Gregor also asked if there had been any deviation from the City's policy for the <br />reconstruction of roadways. The City Administrator stated that Gilanderi Lane is the only <br />deviation in the policy to -date. He explained the nature of the Gilanderi street project and <br />why deviation was necessary. <br />Residents asked how the Council would make a decision regarding the future of this project. <br />The City Administrator stated that the Council has deferred to the residents' wishes in other <br />situations. He pointed out that City staff brings these projects to the Council for <br />consideration given the need to keep our roads in proper condition. We have attempted to <br />maximize the useful life of any road surface prior to reconstruction, but that ultimately any <br />road will need to be redone at some point in time. He noted that if a neighborhood is <br />comfortable with the current conditions and can accept the fact that the City will not be <br />performing any significant maintenance on the roadway, it is unreasonable to assume the <br />Council will postpone the project. <br />A resident asked how wide a driveway can be. The City Engineer stated that the maximum <br />driveway width is 24' pursuant to City Code. <br />Page 50 <br />
