MINUTES <br />Parks & Recreation Commission <br />August 6, 1998 <br />The Director was asked about previous complaints. He stated that the only complaints in <br />the past were from the residents on Centerville Rd. of people turning around in their <br />driveways and that problem has been remedied with the second entrance. <br />The Director stated that he wanted the number of allowable tournaments established, and <br />noted that the number could be changed in the future if necessary. <br />Bianchi wanted to know what the alcohol policy would be. The Director handed out a survey <br />(enclosed) done in 1995 addressing the approval rate of the community when liquor came <br />into the picture. He stated that the approval rate definitely dropped when liquor was <br />included. Bianchi stated that she was totally opposed to having liquor sold within the park. <br />The Director pointed out that Canadian Days has run a couple beer stands for years. Bianchi <br />stated that she felt it was somewhat different for a festival and that it was designated for a <br />specific weekend versus the whole summer. <br />Christensen stated that it is customary in other cities to allow beer sales. Smith and Bianchi <br />felt it was promoting it by allowing it to happen. Christensen wanted to know what the <br />current policy is at this time. The Director stated that there really haven't been any requests <br />for tournaments other than one that was withdrawn. He added that the adult tournaments <br />held by the Recreation Association and Canadian Days would not be held if they could not <br />sell beer, as that is well over 50% of their profit. <br />Anderson felt it unnecessary to put restraints on selling liquor at this point since there has only <br />been two requests per year. He stated that his sense was that the Commission was discussing <br />a problem that doesn't exist. Bianchi stated again that she wanted to go on record as being <br />adamantly opposed to liquor sales in the park. <br />Schabacker asked for a clarification on residency requirements in the policy. The Director <br />stated that 50% of the team sponsoring the tournament would have to be made up of Little <br />Canada residents to comply. <br />Anderson made the motion to approve the policy presented. <br />Motion seconded by Johnson. <br />Motion carried 5 -2. <br />10% FUND The Director asked for suggestions that the Commission might want to request from the 10% <br />Fund. <br />Smith suggested amenities for trails such as trail maps, brochures, kiosks, & metal plates <br />Page 4 <br />
