MINUTES <br />Parks & Recreation Commission <br />August 6, 1998 <br />PROJECTS <br />( UPDATE <br />FIELD USAGE <br />POLICY <br />The Director passed around a survey taken in 1995 in regard to priority of the community on <br />the completion of a citywide trail system. (enclosed) 42% favor /strongly connecting existing <br />trails, 39% favor, 7% oppose, 6% oppose /strongly and 7% don't know /refused. The survey <br />was done by Decision Resources and they claim a + or — 5% accuracy. <br />Johnson felt that some of the roads marked as trails on the map could not be considered a bike <br />lane. Smith explained that the map came from Ramsey County and may need to be updated. <br />Sanders made the point that as different roads come up for reconstruction, such as Viking <br />Drive and Centerville Rd., it can be clearly shown that they don't meet the standards and that <br />would be the appropriate time to pursue putting in a bike path. <br />Smith thought it would be important to get the community involved and get their support. <br />Smith added that the Trail Sub - Committee would like to invite more people to come to their <br />next meeting. Christensen suggested coming back to the next meeting with some priorities <br />and then the Sub - Committee can meet again and whoever would like to attend could. <br />Sanders reported that the lighting project and the parking lot projects have been completed. <br />The Director reported that he has put together a proposed policy for using the ball field <br />facilities for tournament use in Spooner and Pioneer Park. He handed out a rough draft, <br />which is in the agenda. <br />Sackett expressed concern at proposing 6 tournaments per year for the residential areas where <br />the parks are located. The Director stated that there had been no complaints to his <br />knowledge with the tournaments that have been played so far. He added that the <br />tournaments that had been played in Pioneer Park were youth girl's fast pitch and youth girl's <br />slo- pitch. In the past the Recreation Association has held a couple of adult tournaments. The <br />only other tournament currently being held is the tournament associated with Canadian Days. <br />Sackett wanted it clarified as to how many tournaments had been held this year and the <br />Director said two. Sackett stated again that she thought 6 tournaments per year would be too <br />many. Smith suggested scaling it back to 3 or 4 and let the Mayor, City Council or Director <br />make a decision on having more. <br />Sackett stated that the third week of June to the third week of August is the prime time for <br />tournaments. <br />Johnson wanted to know how it would impact the neighbors. Sackett said it would be the <br />noise, litter, and people who do not use the parking lot. She felt that it would be more of a <br />problem with adult tournaments versus youth tournaments. <br />Page 3 <br />
