MINUTES PLANNING COMMISSION OCTOBER 8, 1998 U -HAUL The Planner reported that there is a moving and transfer storage company BUSINESS located on South Owasso Blvd. which has begun storing u -haul trailers in their parking lot. The result is that employee and customer parking is occurring along the shoulders of South Owasso Blvd. The City has received complaints about this situation and has contacted the business owner requesting that parking occur within their parking lot. The business owner has also been informed that a rental business such as this is not allowed in the I -P District. The owner has requested a concept review of an amendment to the I -P District which would allow a rental business as a conditional use. The Planner pointed out that even if the amendment were approved, this would not resolve the parking problem which is occurring. The Planner further reported that a commercial /retail type of business is not typically an industrial use, although the code does not entirely restrict retail in an industrial area. An example is the Slumberland retail outlet on Centerville Road. The Planner also pointed out that amending the I -P District to allow this business would open the door to similar requests in the future. It was the consensus of the Commission that they were not in favor of amending the I -P Zoning District to allow rental businesses by Conditional Use Permit. FINAL PLAT — The City Planner reported that a few months ago the Planning MARKET Commission and the City Council approved the final plat of the Market PLACE Place Shopping Center. The owners of the center have requested some SHOPPING minor modifications to the plat. The Planner reported that he had no CENTER problem with the adjustments which are proposed, but recommended that the City obtain all necessary street right -of -way dedications on the final plat as well as all drainage and utility easement dedications. Montour recommended approval of the modifications to the Market Place Shopping Center final plat as requested provided that all street rights -of- way as well as drainage and utility easements are dedicated on the plat as determined necessary by City staff.
