MINUTES <br />PLANNING COMMISSION <br />OCTOBER 8, 1998 <br />U -HAUL The Planner reported that there is a moving and transfer storage company <br />BUSINESS located on South Owasso Blvd. which has begun storing u -haul trailers in <br />their parking lot. The result is that employee and customer parking is <br />occurring along the shoulders of South Owasso Blvd. The City has <br />received complaints about this situation and has contacted the business <br />owner requesting that parking occur within their parking lot. The business <br />owner has also been informed that a rental business such as this is not <br />allowed in the I -P District. <br />The owner has requested a concept review of an amendment to the I -P <br />District which would allow a rental business as a conditional use. The <br />Planner pointed out that even if the amendment were approved, this would <br />not resolve the parking problem which is occurring. <br />The Planner further reported that a commercial /retail type of business is <br />not typically an industrial use, although the code does not entirely restrict <br />retail in an industrial area. An example is the Slumberland retail outlet on <br />Centerville Road. <br />The Planner also pointed out that amending the I -P District to allow this <br />business would open the door to similar requests in the future. <br />It was the consensus of the Commission that they were not in favor of <br />amending the I -P Zoning District to allow rental businesses by Conditional <br />Use Permit. <br />FINAL PLAT — The City Planner reported that a few months ago the Planning <br />MARKET Commission and the City Council approved the final plat of the Market <br />PLACE Place Shopping Center. The owners of the center have requested some <br />SHOPPING minor modifications to the plat. The Planner reported that he had no <br />CENTER problem with the adjustments which are proposed, but recommended that <br />the City obtain all necessary street right -of -way dedications on the final <br />plat as well as all drainage and utility easement dedications. <br />Montour recommended approval of the modifications to the Market Place <br />Shopping Center final plat as requested provided that all street rights -of- <br />way as well as drainage and utility easements are dedicated on the plat as <br />determined necessary by City staff. <br />Motion seconded by Carson. <br />Motion carried 5 — 0. <br />Page 13 <br />
