515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 484 -2177 / FAX: (651) 484 -4538
MEMORANDUM
TO: Mayor Fahey and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: October 9, 1998
RE: 10% Committee Funding Recommendations
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
The 10% Committee convened on Thursday, September 24 at 4:00 p.m. to view and prioritize
1999 expenditures. Committee members present were as follows: Bob Pedersen, Roger
Christensen, Shelly Boss, Jean Donovan, Ray Hanson, Don Smith, Jim Morelan, Dick Boss,
Greg Schroeder, and Joel Hanson. After allowing for the transfer of Park and Recreation
operational expenses, the available fund balance projected for the end of 1998 was
approximately $145,000.
The attached listing is the 1999 funding requests that were considered by the 10% Committee.
You will note that a number of items were eliminated from consideration. The first deletion was
the Park and Recreation operating expenses of $55,000. This was not actually deleted as it had
already been accounted for in determining the projected fund balance of $140,000 available for
allocation. A number of other items were indicated as moved to the General Capital
Improvement Fund. This is because of the interpretation of lawful expenditures as defined in
Minnesota Statutes. It was felt these items did not meet that criteria. The last item deleted was
the sign for the Old Fire Hall. Over $5,000 already was set aside for this purpose by Servants of
Mary a number of years ago and is still available.
The listing also included four items that were already budgeted for in the 1998 General Capital
Improvement Fund. Our rational for including them in the 10% fund was that they met the
criteria for funding. Addressing them out of the 10% fund would free up additional
money in the General Capital Improvement Fund for other purposes, thereby giving us more
flexibility. You will note that these items ranked the lowest by the 10% Committee.
Page 32
