Therefore, no problems are <br />foreseen in absorbing the projected future <br />household or commercial growth. <br />Storm water management is coordinated with <br />the Ramsey- Washington Metro Watershed <br />District. This agency has completed a <br />Stormwater Management Plan for the entire <br />district, to which Little Canada subscribes. <br />The City of Little Canada will continue to <br />constantly monitor and maintain all utility <br />systems to assure a safe and high quality <br />standard of service. In areas where public <br />utilities such as water mains are lacking, the <br />extension of such facilities should occur in a <br />planned, logical order to ensure sewer and <br />water extensions are made with a maximum <br />amount of cost efficiency. <br />Park & Recreation System <br />The City of Little Canada provides a number <br />of major recreational facilities within its City <br />limits, in addition to facilities on School <br />District properties. Facilities include, <br />Spooner Park, Gervais Mill Park, Nadeau <br />Wildlife Area, Thunder Bay Park, <br />Westwinds Park, Pioneer Park, Ramsey <br />County Bikeway, and Gervais Lake Beach. <br />These parks offer a full range of recreational <br />activities including swimming, biking, <br />hiking, basketball, softball, baseball, tennis, <br />volleyball and some winter activities. Some <br />of these facilities, such as the bike trails, <br />Spooner and Pioneer Park, and Gervais <br />Beaches are sub - regional, thereby, lessening <br />the impacts on nearby regional facilities, <br />such as the Phalen - Keller Regional Park, <br />Grass - Vadnais (Snail Lake) Regional Park, <br />SYSTEMS 2 <br />Lake Owasso County Park, and Lake <br />Josephine County Park. <br />Little Canada has been very aggressive in the <br />development of parks within the City. In <br />1991, Little Canada adopted a Park and <br />Recreation Master Plan. The map on the <br />following page shows the City's proposed <br />park and recreation system plan, adopted as <br />part of the Master Plan. The Comprehensive <br />Plan Update incorporates the Park and <br />Recreation Master Plan by reference. <br />Housing <br />Little Canada offers a wide variety of <br />housing opportunities within its boundaries. <br />According to the 1990 census, forty percent <br />of the City's housing stock was made up of <br />multiple family housing. Included in this <br />category are several subsidized family <br />apartment complexes and other affordable <br />housing. Since that time, a 94 unit senior <br />housing facility and numerous townhouses <br />have been added to the City's housing <br />supply. <br />The City subscribes to the goals of the <br />Livable Communities activities in providing <br />its share of affordable housing opportunities. <br />A full range of housing choices are the most <br />notable feature of Little Canada's residential <br />environment. <br />The following table illustrates the City's ratio <br />of multiple family housing stock from the <br />1990 Census. Forty percent of Little <br />Canada's housing was in multiple family <br />units, higher than Ramsey County or the <br />Twin Cities Metropolitan Area.
