1. Prepare and annually update a Capital <br />Improvement Program for all public <br />utilities. <br />2. Anticipate and, to a limited extent, <br />control demand for urban services to <br />facilitate orderly, fiscally responsible <br />extension of service systems. <br />3. Locate easements for utility systems <br />according to uniform standards, <br />providing for ease -of- access for <br />maintenance and repair and minimal <br />disruption of other activities or area. <br />4. Constantly monitor and maintain all <br />utility systems to assure a safe and <br />high- quality standard of service on an <br />ongoing basis. <br />5. Minimize the impact of required <br />utility facilities and services upon <br />surrounding uses. <br />6. Extension of new services will <br />undergo cost - benefit analysis in an <br />effort to establish the impacts on the <br />existing system. <br />7. Encourage and promote underground <br />installation of all new utility services <br />and when economically feasible, the <br />conversion of existing overhead <br />systems to underground. <br />8. Ensure coordination among all utility <br />improvement programs. <br />9. Maintain separate sanitary and storm <br />SYSTEMS 10 <br />sewer systems. <br />10. Run -off shall be managed to protect <br />the groundwater recharge areas. <br />11. Protect and preserve soil types <br />associated with drainage ways in <br />order to channel flowage, and control <br />erosion. <br />12. Preserve natural drainage to the <br />extent possible in order to minimize <br />storm sewer costs. <br />Public Facilities <br />1. Promote and encourage cooperation <br />and coordination between govern- <br />mental units in the provision of <br />public facilities and services. <br />2. Ensure the full utilization of <br />investments in public facilities and <br />services prior to making new public <br />investments. <br />3. Develop, improve and maintain all <br />public facilities according to the <br />highest adopted standards of design <br />and performance to serve as examples <br />for private development. <br />4. Preserve and restore those areas, <br />places, buildings, structures, and <br />other objects having significant <br />architectural, historical, community, <br />or aesthetic interests and values. <br />5.
