Classify and make any improvements <br />to the park system according to the <br />direction established by metropolitan <br />standards, as may be amended. <br />2. Provide adequate neighborhood and <br />community recreational facilities. <br />3. Within each recreation system <br />classification, gauge capital <br />improvements made to individual <br />facilities (e.g. neighborhood parks) <br />on the basis of relative need for <br />developed park facilities. <br />4. Program recreation open space <br />improvements in accordance with a <br />capital improvement program, <br />updated on an annual basis. <br />5. Design and maintain parks with <br />proper lighting, landscaping, shelter <br />design, etc. to ensure a high degree <br />of personal and property safety. <br />6. Ensure continual citizen participation <br />in the planning, development and <br />operation of recreational open space. <br />7. Ensure the provision of an <br />appropriate balance between active, <br />passive and cultural recreational areas <br />and activities, tailored to the needs of <br />the total population throughout the <br />SYSTEMS 11 <br />community. <br />8. Provide recreational facilities and a <br />year -round program of activities <br />suited to the varied recreational needs <br />of all age groups within the <br />community. <br />9. Provide leisure -type open space in <br />major commercial centers. <br />10. Require that usable open space <br />suitable for recreational activities be <br />provided by all types of residential <br />developments. <br />11. Maintain an equitable distribution of <br />parks and open space throughout the <br />community, taking care that sufficient <br />facilities are available, tailored to suit <br />the needs of the neighborhoods they <br />serve. <br />12. Undertake studies on a periodic basis <br />to analyze the effectiveness and <br />comprehensiveness of the community <br />recreation program. These studies <br />should serve as the basis for <br />recreational open space planning and <br />programming. <br />13. Provide safe and convenient <br />pedestrian and bicycle access to <br />recreational facilities. <br />14. Provide adequate pedestrian facilities, <br />such as lighting and benches, in parks <br />and open space areas for both the <br />convenience and safety of the user. <br />15.
