4. Constantly monitor legislative <br />changes and new requirements in <br />ordinance and City control <br />responsibilities, notably in the area of <br />environmental protection. <br />5. Continue to maintain a set of <br />administrative procedures for <br />development requests which provides <br />a clear outline and definition of <br />requirements and references the <br />sources for applicable principles and <br />standards. <br />6. Continue the City's efforts in <br />promoting efficiency in the private <br />development planning process by <br />making available, and requiring all <br />applicants to review, applicable <br />ordinance standards and policy <br />statements affecting their <br />development proposal <br />7. Annually update the City's Capital <br />Improvement Program for the <br />management, programming and <br />budgeting of capital needs. <br />8. Ensure that all development proposals <br />are adequately considered and that <br />sufficient time is provided for <br />thorough analysis and decision - <br />making. <br />9. Keep the general citizenry informed <br />of and involved in planning and <br />development progress of the City. <br />10. Ensure that all analysis and basis for <br />decision - making on development <br />proposals is thoroughly substantiated <br />SYSTEMS 13 <br />and documented. <br />11. Formulate and implement a system <br />which assigns the City's costs for <br />development proposal review to the <br />potentially benefiting property owner <br />rather than having the City as a <br />whole, through the general fund <br />assume the burden. <br />12. On far reaching and complex <br />developments, enlist professional <br />advice and recommendation to assist <br />with related decision - making. <br />13. Maintain communication and promote <br />coordination between the City and <br />neighboring or related governmental <br />jurisdictions. <br />Solar Access <br />1. Provide solar access to as many <br />parcels of land as practical in the <br />community so that solar energy <br />systems can be used to supplement or <br />replace conventional energy sources. <br />2. Maintain solar access for existing <br />development to the extent possible. <br />3.
