pathway utilized by the various modes is a <br />factor demanding attention relative to the <br />health, safety and welfare of the individual. <br />However, in addition to safety, the proper <br />placement of a street or the location of a bus <br />route are major elements of a balanced <br />transportation system and one which properly <br />responds to service requirements. <br />Goal <br />• Provide for safe, rapid and <br />convenient movement by all modes. <br />Application <br />Besides addressing the problem of a balanced <br />transportation system and responding to the <br />total access needs of the community, full <br />consideration of the existing and planned <br />systems operation is required. Within Little <br />Canada there are notable street and highway <br />operation problems which create hazards and <br />conflicts between vehicles as well as between <br />vehicles and other modes, particularly transit <br />and school buses. A major responsibility and <br />priority should be rapid action to correct such <br />problems for the safety and welfare of the <br />citizen. <br />SYSTEMS 18 <br />Goal <br />• Continued maintenance of the Little <br />Canada street system. <br />Application <br />A key element to a complete transportation <br />system is the condition of the streets. The <br />City will continue to actively maintain <br />existing local streets in a safe driving <br />condition. <br />Goal <br />• The development of any or all <br />airport, heliport or seaplane surface <br />water areas shall be within the <br />guidelines of regulations established <br />by the Federal Aviation <br />Administration, Minnesota <br />Department of Transportation, and <br />Metropolitan Council Aviation <br />Chapter of the Regional Blueprint. <br />Application <br />There are currently no airport, heliport or <br />seaplane surface water areas established <br />within the City of Little Canada. Further, <br />the City of Little Canada does not fall within <br />any or the aircraft noise zones of <br />Minneapolis -St. Paul International airport, <br />St. Paul Downtown airport or other reliever <br />airport.
