09/04/98 FRI 12:02 FAX 6124825232 <br />RAMSEY CO PUBLIC WORKS a003 <br />SUGGESTED RESOLUTION <br />WHEREAS, The 1991 Minnesota Legislature established a <br />Ramsey County Local Government Services Study Commission to <br />"report on the advantages and disadvantages of sharing, <br />cooperating, restructuring, or consolidating..." activities in <br />areas of public service including public works; and <br />WHEREAS, The consolidation plan provides for <br />reclassification of roadways and corresponding changes in <br />jurisdiction including the transfer of local and State Aid <br />roadways between the County and municipalities; and <br />WHEREAS, County Road B2 (County Road 111) from Edgerton <br />Street to Arcade Street, and from Trunk Highway 49 to Viking <br />Drive; and Twin Lake Boulevard (County Road 102) from the Vadnais <br />Heights /Little Canada Border to the Little Canada /Vadnais Heights <br />Border, are located in the City of Little Canada, and are <br />presently under the jurisdiction of Ramsey County as County <br />Roads; and <br />WHEREAS, These roadway segments have been determined to <br />serve a local function only; and <br />WHEREAS, Revocation of "County Road" status may be <br />accomplished by resolution of the Ramsey County Board of <br />Commissioners pursuant to Minnesota Statutes 163.11; and <br />WHEREAS, It appears to the City Council of the City of <br />Little Canada that the streets hereinafter described upon <br />turnback from Ramsey County should be designated Municipal <br />State Aid Streets under the provisions of Minnesota Law; and. <br />WHEREAS, The consolidation plan stipulates that Ramsey <br />County shall improve the roadways to acceptable levels prior to <br />transferring jurisdiction over roadway segments from Ramsey <br />County to municipalities, and the Ramsey County Capital <br />Improvement Program provides funding for these improvements; and <br />WHEREAS, The City of Little Canada desires Ramsey County <br />to make the necessary drainage improvements and recycle and <br />overlay County Road B2 from Edgerton Street to Arcade Street for <br />an estimated cost of $100,000; and make the necessary drainage <br />improvements and sealcoat County Road B2 from Trunk Highway 49 to <br />Viking Drive for an estimated cost of $25,000; from Capital <br />Improvement Funds for Ramsey County Roadway Consolidation; and <br />WHEREAS, The Ramsey County Public Works Department <br />performed an overlay on this segment of Twin Lake Boulevard in <br />1992; and <br />WHEREAS, This segment of Twin Lake Boulevard has been <br />improved by Ramsey County to an acceptable level prior to the <br />transfer of roadway jurisdiction as calculated from the pavement <br />Page 44 <br />
