MINUTES <br />PLANNING COMMISSION <br />JUNE 11, 1998 <br />PRELIMINARY <br />& FINAL PLAT, <br />CUP FOR <br />SHARED <br />PARKING — <br />MARKET <br />PLACE <br />SHOPPING <br />CENTER <br />Motion seconded by Carson. <br />Motion carried 7 — 0. <br />Mr. Bob Grootwassink and Mr. Mark Hotzler appeared before the <br />Commission requesting Preliminary and Final Plat approval in order <br />to divide three lots from the Market Place Shopping Center site as well <br />as a Conditional Use Permit for shared parking. Grootwassink reported <br />that Tract A would be sold to Common Bond for expansion of the <br />Garden Terrace senior housing building. Tract B is being created for <br />future development. Grootwassink anticipated that with the <br />redevelopment of the Rice Street/Little Canada Road area, Tract B could <br />be developed with a 35,000 square foot building. Tract C is First Bank <br />Drive, and Grootwassink indicated that the City would likely purchase this <br />parcel for the redevelopment project. <br />Mr. Hotzler reported that the Market Place Shopping Center is currently <br />refinancing in order to pay their debt to the City. The property is being <br />platted prior to finalization of the refinancing. <br />Carson asked if there will be enough parking for the shopping center. <br />Hotzler reported that the parking currently exceeds the City Code by 100 <br />stalls. <br />The City Planner pointed out that the property is zoned PUD. Therefore, <br />any development of any of these sites will require City review and <br />approval. Therefore, the City has adequate protection to ensure adequate <br />parking for both the shopping center and any future development. <br />The Deputy Clerk reported that as part of the plat, City staff is <br />recommending the dedication of road right -of -way as contemplated in the <br />City's redevelopment guide. The Clerk explained the road right -of -way <br />lay -out, and indicated that this right -of -way should be required as part of <br />the final plat. <br />Mr. Carson recommended approval of the Preliminary and Final Plat for <br />the Market Place Shopping Center as submitted subject to dedication of <br />road right -of -way as recommended by City staff, and subject to <br />compliance with the recommendations of the City Engineer and Public <br />Works Director. <br />Motion seconded by Schietty. <br />Motion carried 7 - 0. <br />5 <br />Page 34 <br />
