MINUTES <br />PLANNING COMMISSION <br />JUNE 11, 1998 <br />Knudsen agreed that the coffee shop would provide a good transition. <br />Carson asked how late the shop would be open. Jan McMillan replied that <br />she is planning on closing at 7 P.M. However, there will be a meeting <br />room in the shop and if' someone wants to use slightly later than 7 P.M., <br />she would not be opposed to that. <br />Kukk reported that she was concerned with run -off from this property <br />resulting in water in her basement. <br />Keis replied that the property must be graded so that run -off does not flow <br />onto the Kukk property. <br />The Planner indicated that the parking lot will need to be screened, and <br />recommended that the City require the applicant to submit a grading and <br />drainage plan as well as a screening plan. <br />Jan McMillan stated that it appears the natural drainage for the property is <br />toward Rosewood, and noted the pond that is located across the street <br />from this property. <br />The Planner noted that the four lots on County Road C immediately east <br />of Rosewood Drive are zoned B -3. Those lots with single- family homes <br />on them are legally non- conforming uses. One of the issues the City may <br />want to consider is whether or not to rezone all these lots to RB in order to <br />relieve some of the non - conforming aspects. However, the issue before <br />the Commission this evening is the zoning of 89 West County Road C. <br />The Planner also noted that under the CUP the City can require submision <br />of a grading and drainage plan. <br />Keis asked if Mrs. Kukk currently has water problems in her basement. <br />Mrs. Kukk replied that she did, but that they were adding dirt and rocks <br />around the foundation to relieve the problem. <br />The Planner indicated that in order to reduce the setback on the east side <br />of the property, the City should be sure that the reduction will not <br />negatively impact the adjacent property. The Planner felt in that case it <br />would be reasonable to increase the setback on the west next to Rosewood <br />Drive. <br />It was noted that the drive -thru proposed may somewhat dictate the <br />placement of the building so that there is adequate room for the drive -thru <br />to work. <br />7 <br />Page 50 <br />
