MINUTES <br />PLANNING COMMISSION <br />JUNE 11, 1998 <br />Schletty felt this was a best use issue, and felt the proposal was a good <br />transitional use to the residential homes in the area. Schletty agreed that <br />under the B -3 zoning, a building could be constructed right up to the <br />property line. Schletty stated that he was not opposed to reducing the <br />setback on the east side of the property, and felt the drive -thru would <br />somewhat dictate the size of that setback. Schletty felt the coffee shop <br />would be an enhancement for the area. <br />Mr. Carson recommended approval of the rezoning of 89 West County <br />Road C from General Business (B -3) to Residential Business (RB) as <br />requested by the applicants. <br />Motion seconded by Knudsen. <br />Motion carried 7 — 0. <br />Knudsen recommended approval of the Conditional Use Permit for 89 <br />West County Road C allowing for a mixed residential /commercial use <br />conditioned on submission of a grading and drainage plan for the property <br />to address any concerns of the adjacent property owners with regard to <br />drainage, and subject to compliance with the alternative site plan as <br />proposed by the City Planner in his report dated June 8, 1998. <br />Motion seconded by Schletty. <br />Motion carried 7 — 0. <br />The Commission discussed the setback issue and it was their consensus <br />that two options should be presented to the applicant. The Commission <br />felt that the applicant should have the ability to choose either option and <br />would chose the one that works best for the drive -thru for the coffee shop. <br />Knudsen recommended approval of a Variance for side yard setback for <br />89 West County Road C which would provide for a 17 foot side yard <br />setback on the west side of the property and a 15 -foot side yard setback on <br />the east side of the property as recommended by the City Planner. <br />Motion seconded by Barraclough. <br />Motion carried 7 — 0. <br />8 <br />Page 51 <br />
