Hans° <br />The North Suburban Tobacco Compliance Project is proposing to join forces with the <br />University of Minnesota Alcohol Epidemiology Program, as part of a two -year study they <br />are conducting on the affects of compliance checks, to do age -of -sale liquor compliance <br />checks. Attached is a letter from the NSTCP that explains the program and estimates the <br />City's cost at $16.40 per license. <br />At a recent meeting of the NSTCP, the U ofM indicated that they will reimburse <br />participating cities approximately S17 per license check. It was also reported that of the <br />fourteen cities which participate in the NSTCP, seven have agreed to participate in the <br />alcohol compliance check project, one city has indicated they would not participate, and <br />the remaining cities are undecided at this point. <br />In discussing this program with the Ramsey County Sheriffs Department, they currently <br />check liquor establishments in reaction to complaints. They do not conduct pro - active <br />compliance checks. The Sheriff's Department has indicated that they would cooperate in <br />the NSTCP and U of M program if the contract cities choose to participate. <br />Please note that there has been discussion at the Legislature regarding mandating these <br />compliance checks. However, no legislation was passed on this issue. <br />Page 10 <br />
