Little Canada Road <br />Little Canada, ivN 55117 <br />Dear Kathy: <br />Little Canada has the opportunity to join other members of the North Suburban Tobacco <br />Compliance Project (NSTCP) to test the effectiveness of alcohol age-of -sale law compliance <br />checks. As project coordinator for NSTCP I believe we should be proud that in 1997, our fifth <br />year, we achieved 87% and 39% compliance rates with tobacco age -of -sale laws. In the past, <br />members of NSTCP expressed interest in creating an alcohol compliance program modeled after <br />the tobacco program. The University of Minnesota Alcohol Epidemiology Program,. as part of a <br />research project, is willing to help us with staff and funding for license education and law <br />enforcement compliance checks for alcohol outlets_ I believe that we are ready to start alcohol <br />sales compliance checks. I have worked with the University of Minnesota staff to develop the <br />following plan for your consideration: <br />To complete age -of -sale law compliance checks in your city: <br />NSTCP and U of MN would: <br />- Recruit and train youths to serve as underage buyers. <br />- Schedule the buyers and coordinate the compliance checks with your officers following the <br />same processes used now for tobacco checks. <br />- Collect, analyze and report data on the purchase attempts. <br />- Provide your city with partial subsidization of city personnel costs. <br />Your responsibilities would be similar to those for the tobacco checks: <br />Coordinate the dates and times of the compliance check operations with NSTCP. <br />- Provide law enforcement staff for the compliance checks. <br />- Provide the U of MN access to compliance check outcome data. <br />U of MIN will pay for. <br />- My time as coordinator and support to U of MN staff. <br />- Data collection and analyses, as well as periodic and final reports. <br />- Portions of the costs of each compliance check.
