PARK USAGE FOR TOURNAMENTS POLICY <br />The following guidelines are intended to govern the use of the City's park facilities for fund- <br />raising tournaments. It is to be understood that City sanctioned groups will have first priority for <br />use of the facilities in question. City sanctioned groups include Little Canada Recreations <br />Association, Little Canada Canadian Days, and Little Canada Fire Department sponsored events. <br />Other requests would have second priority, but must be Minnesota non - profit corporations, local <br />teams or local community services organizations. To qualify as a local team, at least 50% of the <br />members of that team must be Little Canada residents. To qualify as a local community service <br />organization, that organization must maintain a Little Canada address. <br />Access to the park facilities is limited to groups with a civic purpose. Access is not allowed to <br />groups created for private benefit or groups, which are merely "social" in nature. <br />Any non - sanctioned group will have to make written application to City staff. This application <br />will document the group's purpose, background, key officials, and intended use of funds raised <br />by the tournament. The staff will review the submittal and decide whether the group meets the <br />parameters established. If the request were denied, the group would have the option to appeal <br />staff's decision to the City Council. <br />• Tournament usage is limited to Pioneer Park and/or Spooner Park. Access will be granted <br />to the ball fields and bathroom facilities. Access to the concession stand area or other <br />buildings is to be allowed only with specific permission by City staff. The group may be <br />required to obtain a food service license from the Ramsey County Health Department and <br />it is up to each group to contact the county to ensure regulatory compliance. <br />• All reservations will be dealt with on a first come —first served basis. Tournament usage of <br />park facilities is limited to six tournaments per year in Spooner Park and six tournaments <br />per year in Pioneer Park. <br />• The City may opt to require general liability insurance in the amount of 300,000 per <br />injury/700,000 per occurrence, and have the City named as an additional insured under <br />this policy. <br />In all cases, an agreement that holds the City of Little Canada harmless and indemnifies it <br />for any loss will be required from all groups not considered City sanctioned groups. <br />• Any damage to park facilities during or as a result of a tournament shall be the <br />responsibility of the tournament operators irrespective of the cause. <br />• Alcoholic beverages may not be brought into the park except for licensed sales. <br />• Any group desiring to sell alcohol as part of their tournament must purchase the required <br />license /permit through the Little Canada City office. <br />Page 42 <br />
