MINUTES <br />CTTY COUNCIL <br />MAY 14, 1997 <br />Administrator recommended not approving the change -order and retaining <br />the base bid. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 97 -5 -114 — REJECTING THE ARCADE STREET <br />IMPROVEMENT CHANGE -ORDER AS RECOMMENDED BY THE <br />CITY ADMINISTRATOR <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (4) LaValle, Scalze, Fahey, Pedersen. <br />Nays (0). Resolution declared adopted. <br />BROOKS - The City Administrator reported that Brooks -Fiber has requested <br />FIBER permission to place there fiber overhead in portions of the City where <br />OVERHEAD other utilities already exist overhead. Fahey pointed out the City's <br />PLACEMENT policy of requiring all new utility installations to be placed underground. <br />REQUEST Brooks -Fiber is asking that the Council reconsider this position. <br />Dennis Canon, 2465 Edgerton Street, requested that the Council not vary <br />from its position of requiring new installations to be underground. Carson <br />felt the addition of cables to existing overhead wires would make it more <br />difficult to get these utilities buried underground in the future. Canon <br />pointed out that Brooks -Fiber is passing through Little Canada with its <br />fiber, but is not providing any benefit to the residential properties in the <br />City. <br />The City Administrator agreed that Brooks -Fiber was putting together a <br />metro area loop to tie into those lines serving commercial clients. <br />Fahey stated that he personally would not notice another line on the <br />overhead poles, and he was reluctant to require underground installation <br />for this one utility company. Fahey noted that the agreement indicates that <br />Brooks -Fiber will put their cable underground if NSP agrees to bury their <br />wires. Fahey felt this was reasonable. <br />Canon asked about the next utility company that wants to put its wires on <br />the poles. <br />Fahey felt that would be acceptable and suggested that all the utilities be <br />allowed to put their wires on the poles until such time as NSP buries its <br />wires. <br />Page 13 <br />
