Section 903.050.H.8 of the Zoning Ordinance requires one parking stall for each three <br />seats for assembly hall type uses. Based upon this requirement and the maximum <br />occupancy permitted under Uniform Building Code requirements, a total of 50 parking <br />stalls must be provided <br />A staff analysis of the old fire hall site suggests that 14 parking stalls are currently <br />provided on the site based upon the existing site conditions. An additional ten parking <br />stalls may be provided by extending he paved area southward, for a total of 24 on -site <br />stalls. This potential supply results in a shortage of 26 parking stalls. <br />Off -Site Parking. Section 903.050.5 of the Zoning Ordinance allows for off -site parking <br />to be used to satisfy parking requirements for a given use by conditional use permit. The <br />old fire hall site is adjacent to a public parking lot approximately 300 feet to the west is <br />currently used for a park and ride and maneuvering areas for an adjacent office use. The <br />old fire hall and City parking lot are separated by the St. Paul Water Works right -of -way. <br />Use of the City parking lot stalls to satisfy the demand of the old fire hall site is allowed <br />provided the following conditions are satisfied: <br />1. Criteria for the issuance of a conditional use permit outlined in Section 926 of the <br />Zoning Ordinance are considered and satisfactorily met. <br />2. Off -site parking area design comply with City standards. <br />3. Reasonable public access from the off-site parking facilities to the use being served <br />is provided. <br />4. The site used for off -site parking is under the same ownership as the principal use <br />being served or is under public ownership. <br />5. The off - street parking facility is located not more than 300 feet from the main <br />entrance of the principal use being served. <br />The proposed use of the City parking lot to provide off -site parking for the old fire hall <br />satisfies all of the aforementioned criteria. The City parking lot has sufficient area to <br />provide the necessary 26 parking stalls and is within 300 feet of the old fire hall main <br />entrance. Additionally, the park and ride is used primarily week days while the old fire hall <br />would be used mostly on evenings and weekends. Therefore, no conflict between the two <br />uses is anticipated. <br />2 <br />Page 19 <br />
