Hanson <br />www.ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: September 7, 2012 <br />RE: Potential Purchase of Property at 3006 LaBore Road <br />At our last meeting, we were approached regarding the possibility of purchasing a good portion <br />of the property at 3006 LaBore lying east of the existing home. This property may prove useful <br />as a route for a sanitary sewer line should the area near 3046 LaBore redevelop. Another <br />potential use would be for trails on the east end of the property based on our master trail plan for <br />this area. Finally, there could be some development potential depending on how the property at <br />3000 LaBore is subdivided. <br />As was stated at our last meeting, all of these uses are highly speculative at this time. <br />Redevelopment at 3046 LaBore does not look very promising given one the of the property <br />owner's asking price was well beyond what a redevelopment project could support. Another <br />property owner is in the process of selling his home so that parcel could also be out of the <br />equation <br />Development potential associated with 3000 LaBore Road is also very questionable. The <br />existing topography will likely require substantial grading. Couple that with uncertainty about <br />how the site will be accessed makes this possibility highly questionable today. <br />The potential for trail usage may be the strongest candidate but even that need could be well out <br />into the future, again largely dependent upon the development of 3000 LaBore. <br />Mr. Meemken is asking $14,000 per acres for 2.3 acres ($32,200). Based on past appraisals for a <br />fee taking for water and sewer lines, the land value was $1.50 per square foot. This property is <br />100 feet wide. If we assume to 20 -foot swaths are needed for the sewer line and the trail that <br />yields a price of $6,000. If eminent domain we needed to acquire the property, the process <br />portion would run around $15,000, yielding a total cost of $21,000. (Assuming eminent domain <br />could be considered a reach given we are not contemplating that at this time given the need for <br />the property is minimal at present.) <br />One problem we need to deal with is we cannot create a parcel without improved access unless <br />we plat it as an outlot. This would involve platting the entire Meemken parcel with the exiting <br />house and the land proposed to remain with it as a lot/block description and the land the city <br />would acquire would be listed as an outlot. As stated in the discussion of 3046 LaBore Road, to <br />plat both properties together would run between $10,000 and $15,000 (rough estimate) and this <br />
