MINUTES CITY COUNCIL SEPTEMBER 12, 2012 The City Administrator indicated that in reviewing the proposed budget, the consensus of the Council seemed to be to set a preliminary gross levy increase at 1.97% and to create a new Fire Equipment Replacement Fund to segregate these dollars from the General Capital Improvement Fund. The Administrator reported that based on a 1.97% gross levy increase (3.44% net levy increase), the following would be certified to Ramsey County as the City's Preliminary 2013 Tax Levy: Tax Levy For Certification General Fund $2,355,686 Gen. Cap. Imp. Fund $86,685 Infrastructure Fund $157,200 Fire Equipment Fund $113,293 $2,712,864 Blesener noted that City staff has presented a preliminary budget that reflected a .75% gross levy increase. However, in order to reduce the City's dependence on Local Government Aid (LGA) over the next 4 to 5 years, the consensus was to increase the levy by another approximately $31,000. The LGA offset would then be directed toward the General Capital Improvement Fund. Montour noted that it is still the Council's intention to work on the 2013 Budget over the next few months to try to decrease the gross levy amount. He pointed out that the City cannot exceed the amount of the preliminary budget certified to the County, but can reduce the final levy which will be adopted in December. Montour also noted that the September 101h budget workshop meeting was televised, and the general public can watch the replay of that workshop to view the budget discussions. Montour introduced the following resolution and moved its adoption: RESOLUTION NO. 2012 -9 -150 — APPROVING THE PRELIMINARY 2013 TAX LEVY AS FOLLOWS: Tax Levy For Certification $2,712,869 General Fund $2,355,686 Gen. Cap. Imp. Fund $86,685 Infrastructure Fund $157,200 Fire Equipment Fund $113,293 The foregoing resolution was duly seconded by Boss. Ayes (4). Nays (0). Resolution declared adopted. 4
