MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 2012 <br />The City Administrator indicated that in reviewing the proposed budget, <br />the consensus of the Council seemed to be to set a preliminary gross levy <br />increase at 1.97% and to create a new Fire Equipment Replacement Fund <br />to segregate these dollars from the General Capital Improvement Fund. <br />The Administrator reported that based on a 1.97% gross levy increase <br />(3.44% net levy increase), the following would be certified to Ramsey <br />County as the City's Preliminary 2013 Tax Levy: <br />Tax Levy For Certification <br />General Fund $2,355,686 <br />Gen. Cap. Imp. Fund $86,685 <br />Infrastructure Fund $157,200 <br />Fire Equipment Fund $113,293 <br />$2,712,864 <br />Blesener noted that City staff has presented a preliminary budget that <br />reflected a .75% gross levy increase. However, in order to reduce the <br />City's dependence on Local Government Aid (LGA) over the next 4 to 5 <br />years, the consensus was to increase the levy by another approximately <br />$31,000. The LGA offset would then be directed toward the General <br />Capital Improvement Fund. <br />Montour noted that it is still the Council's intention to work on the 2013 <br />Budget over the next few months to try to decrease the gross levy amount. <br />He pointed out that the City cannot exceed the amount of the preliminary <br />budget certified to the County, but can reduce the final levy which will be <br />adopted in December. Montour also noted that the September 101h budget <br />workshop meeting was televised, and the general public can watch the <br />replay of that workshop to view the budget discussions. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -9 -150 — APPROVING THE PRELIMINARY <br />2013 TAX LEVY AS FOLLOWS: <br />Tax Levy For Certification $2,712,869 <br />General Fund $2,355,686 <br />Gen. Cap. Imp. Fund $86,685 <br />Infrastructure Fund $157,200 <br />Fire Equipment Fund $113,293 <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0).
