MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 2012 <br />Blesener again noted that this is the maximum amount the City will be <br />able to levy for the final 2013 tax levy which will be certified in <br />December. The City Council will work between now and then to try to <br />reduce that amount. <br />The City Administrator recommended that the Council certify a debt levy <br />of $0. He noted that the G.O. Imp. Revolving 2007A Bonds have been <br />paid off. The G.O. 2008A Bond payment does not require levy support. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -9 -151— CERTIFYING A 2013 DEBT LEVY <br />OF $0 AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator noted that historically the City Council has <br />combined its two December meetings into one. Therefore, staff has <br />recommended that the December 12111 and 26°' meetings be cancelled and <br />once Council meeting be held on Wednesday, December 19t. Staff is also <br />recommending that the final 2013 Budget be adopted at a public hearing <br />on December 191h. <br />McGraw introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2012 -9 -152 — CANCELLING THE DECEMBER <br />12T11 AND 26211 REGULAR COUNCIL MEETINGS AND CALLING A <br />COUNCIL MEETING FOR WEDNESDAY, DECEMBER 19, 2012 AT <br />7:30 P.M., AND CALLING A PUBLIC HEARING TO CONSIDER <br />ADOPTION OF THE 2013 BUDGET FOR WEDNESDAY, <br />DECEMBER 19, 2012 AT 7:30 P.M. <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />3046 The City Administrator reviewed his report relative to the demolition of <br />LABORE 3046 LaBore Road as discussed at the last Council meeting. At that <br />ROAD meeting the direction was to inspect this property relative to making a <br />declaration of substandard condition in order to preserve the City's ability <br />to create a new fax Increment Financing (TIF) District or add it to an <br />existing district. The Building Official has made the inspection and made <br />the determination that it is structurally substandard as defined by State <br />5 <br />
