MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 2012 <br />developed, there would be some sort of sharing of the development <br />revenue. <br />McGraw pointed out that there is no guarantee that the Sculley property <br />will develop, and pointed out that without that development, a trail project <br />would not proceed through the area. Blesener asked if the Johnson <br />property could be redeveloped on its own without the need for a sanitary <br />sewer easement through the Meemken property. The Administrator <br />indicated that it is unlikely that the Johnson property would develop <br />without 3046 LaBore Road. If there was a redevelopment plan that <br />included Tots near LaBore Road, a sanitary sewer lift station would not be <br />necessary. However, the farther east the lots are developed into the <br />property, the greater the need for a lift station due to lower elevations. <br />The Council discussed the potential of the area redeveloping, and it was <br />noted that a great deal depended upon what happens with the Sculley <br />property. The Council felt, however, that the City Administrator should <br />discuss the $15,000 offer with Mr. Meemken including the potential to <br />share in any development profit at the time that might occur. If <br />Mr.Meemken was not interested in that offer, the Council indicated that <br />the City would then wait until such time as redevelopment of the area was <br />a closer reality. <br />WATER The City Engineer reviewed his report dated September 6, 2012 regarding <br />WORKS the Waterworks Trail Railroad Crossing project. The Engineer noted that <br />TRAIL at the last meeting the Council called for bids for the project. The <br />RAILROAD noted that parts of the project work would be completed by contractors to <br />CROSSING save on project costs and other portions are required to be undertaken by <br />Minnesota Commercial Railway. Given that the Council placed a <br />maximum cost of $162,000 for the project, the Engineer indicated that he <br />wanted to outline more specifically where the projects costs are going and <br />when. <br />The Engineer indicated that the City has the ability to obtain free fill <br />material from the Metro Transit Park and Ride site. The fill material <br />would need to be brought to the trail site while the grading work is being <br />done on the Met Transit site. That grading work is currently underway. <br />The contractor stated that while it will provide the material for free, it <br />wants to be compensated on a time and material basis for placement of the <br />material. While the material can be stockpiled, it would be more efficient <br />to have it placed as the contractor is delivering it. The Engineer indicated <br />that he has asked the contractor for an estimate for placement pricing. The <br />Engineer estimated a cost savings of $10,000 if the fill is obtained for free. <br />8 <br />
