MINUTES <br />CITY COUNCIL <br />SEPTEMBER 12, 2012 <br />Montour agreed that the City should wait over the winter and then <br />determine how likely it is that a redevelopment project would move <br />forward within a reasonable time frame. If redevelopment is not on the <br />horizon, Montour suggested that the house be torn down and the lot sold. <br />The Administrator suggested that another option may be to seek special <br />legislation to exempt a property with a large percentage of wetland from <br />this 15% test. He also noted that if Mr. Buck sells his property, the <br />likelihood of the redevelopment of 3046 LaBore Road decreases. <br />The consensus of the Council was to have City staff do some additional <br />clean -up of 3046 LaBore Road and to wait until spring to re- assess the <br />likelihood of a redevelopment project in this area. The City Administrator <br />indicated that he will let Mr. Buck know this information as well as inform <br />the inquiring party that 3046 LaBore Road is not for sale at this tune. <br />3006 LABORE The City Administrator reviewed his report dated September 7, 2012 <br />ROAD relative to the request that the City purchase a portion of the property at <br />3006 LaBore Road lying east of the existing home. The Administrator <br />pointed out that this property would be useful as a route for a sanitary <br />sewer line should the area near 3046 LaBore Road develop. Another <br />potential use would be for a trail on the east end of the property based on <br />the City's master trail plan for the area. He also noted that there may be <br />some development potential for the property depending on how the <br />property at 3000 LaBore Road is subdivided. <br />The Administrator reported that Greg Meemken, owner of 3006 LaBore <br />Road, is asking $14,000 per acre for 2.3 acres. The Administrator <br />indicated that based on past appraisals for a fee taking for water and sewer <br />lines, the land value was $1.50 per square foot. While the Meemken <br />property is 100 feet wide, the City would require 20 -foot swaths for the <br />sewer line and the trail improvement. Utilizing $1.50 per square foot, the <br />cost of what the City needs is approximately $6,000. If eminent domain is <br />needed to acquire the property, the process would run about $1 5,000 for a <br />total cost of $21,000. The Administrator also pointed out the need to <br />replat the property, and noted the Engineer's estimate for replatting 3046 <br />and 3006 LaBore Road would be $10,000 to $15,000. <br />The City Administrator indicated that his recommendation would be to <br />offer the property owner$15,000 for the parcel with the understanding that <br />the sale would be on a voluntary basis and the City would be responsible <br />for platting the property with the cooperation of the property owners. <br />Given that Mr. Meemken feels there is development potential, the <br />Administrator suggested that the City could put a deed restriction in place <br />that should there be development potential, at the time the property is <br />7 <br />
