MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2012 <br />information. Aichinger stated that he would like to proceed with action on <br />the property division, and began his responses to the Planner's comments. <br />With regard to "Circulation and access ", Aichinger pointed out that the <br />drawings he submitted this evening show how access will occur to the <br />garage building. For "Paving and curbing setbacks" as well as for <br />"Garage setback ", Aichinger noted that the site plan addresses these <br />issues. Aichinger stated that the Watershed would like to wait to finalize <br />the landscaping plan for their property until the former Norm's Tires <br />property is sold. They would like to work with the new owner to <br />coordinate landscaping details as well as storm water treatment efforts. <br />Aichinger pointed out that a lot of water is coming into the Watershed <br />property from the former Norm's site and as far away as from the St. <br />John's Church property. Knudsen noted that the former Norm's site may <br />not sell for a long time, and he would want to put a time limit on how long <br />the landscaping issue would be deferred. Aichinger stated that he agreed, <br />but pointed out that in the meantime the property would remain as it <br />current exists. He also pointed out that there are property stakes in the <br />proposed property corners so that the Commission can view where the <br />proposed lot lines are. It was also noted that if the former Norm's site is <br />leased, a leasee will likely not be interested in making any modifications <br />to the site. <br />With regard to "Use of existing garage ", Aichinger noted that the property <br />would be rezoned to Public. Aichinger pointed out that the use would be <br />for the Watershed's purposes, and indicated that they would go through <br />the process to Amend the CUP as recommended by the City Planner. He <br />expressed concern, however, with not being able to use the garage until <br />the CUP Amendment is processed. The City Planner indicated it is <br />through the CUP process that the City places conditions on the site plan, <br />not as part of a Subdivision process. Aichinger stated that the Watershed <br />would submit a better site plan for the CUP process, and asked if that <br />would occur at the October Planning Commission meeting. The Planner <br />reported that it could. <br />Knudsen again suggested tabling action at this time and handling this <br />matter as a complete package. Aichinger stated that he would rather not. <br />He indicated that if the City approves the Subdivision, it would be unusual <br />to not approve the CUP. Aichinger indicated that they have told the <br />property owner that they would pay her for the property at the time the <br />City approves the Subdivision. <br />Aichinger reviewed "Zoning District boundaries" and "Basements ". It <br />was noted that the property being purchased would be rezoned to Public. <br />With regard to dedication of easements along lot lines, Aichinger stated <br />that they could dedicate these easements, but would rather not as this is <br />not where the drainage is occurring on the property.
