MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2012 <br />Aichinger suggested that the Subdivision be tabled this evening and <br />processed along with the CUP Amendment. He indicated that he did not <br />want to move forward until he was assured that a CUP would be approved. <br />Aichinger stated that he had not been aware that a CUP Amendment was <br />needed, otherwise a complete application package would have been <br />submitted. Aichinger stated that he would also like the City Engineer to <br />comment on the need for drainage and utility easements along the lot <br />lines. <br />Knudsen recommended tabling action on the Property Division <br />subdividing a portion of 477 Little Canada Road (former Norm's tires <br />property) and Combining it with 2665 Noel Drive (Watershed District <br />property) as well as Rezoning the subdivided property from Auto - Oriented <br />Business (B -2) to Public (P) until the Watershed has made application for <br />a Conditional Use Permit Amendment. <br />Motion seconded by Fischer. <br />Motion carried 7 — 0. <br />TEXT Jeffrey Young appeared before the Commission requesting approval <br />AMENDMENT of a Text Amendment to allow animal day care /kennels by conditional <br />& CUP — use permit as well as a Conditional Use Permit to operate an animal <br />407 SOUTH day care /kennel at 407 South Owasso Blvd. Young reported that since <br />OWASSO the early 2000's there has been a growing need for dog day care <br />BLVD. — generally from people who do not want to leave their dogs home alone <br />JEFFREY all day and want them to be exercised and with other dogs. <br />YOUNG <br />Duray asked if there would be overnight boarding at the kennel. Young <br />replied that there would be both day care and kenneling /boarding services <br />provided. The kennel would provide overnight care. Young reported that <br />there would be staff on hand during the day, but not overnight. <br />Knudsen asked how barking dogs would be handled. Young reported that <br />generally dogs would be quieted, but indicated that this would be his first <br />endeavor in this type of business. <br />Duray pointed out that the City is very compact and noted that the facility <br />is close to a residential area. Young reported that there are more and more <br />of these facilities around pointing out that in Minneapolis and St. Paul <br />they are located in dense areas. Knudsen noted that the location for a dog <br />day care facility would have to be convenient to customers. Young <br />indicated that eventually he would like to move the boarding facility part <br />of the business to a more rural area and just operate the day care from this <br />-6- <br />
