MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 2012 <br />location. Malietzke reported that there is a similar facility near where she <br />works at University Avenue and 1,aFayette. <br />Young described the site plan pointing out the fenced in area he is <br />proposing where dogs could be exercised. Knudsen asked if the space <br />would be adequate for the dogs to run. Young noted that while it is not <br />acreage, it is enough space for the day care. <br />Duray asked the size of the facility. Young reported that he would occupy <br />half the building, or 4,500 square feet. The City Planner indicated that <br />based on the Code standard he is proposing, the capacity that Young is <br />proposing is less than the maximum. Knudsen asked about the fencing. <br />Young replied that it would be a solid fence made of vinyl. The Planner <br />indicated that is a proposing a solid fence standard with the height to be <br />six feet. <br />Duray asked about allowances under the current Code. The Planner <br />indicated that this use is not allowed in the City at present. The only <br />kennel use allowed must be accessory to a veterinarian clinic. The <br />Planner indicated that he looked at what was allowed in surrounding <br />communities, and used some of these standards in drafting the ordinance <br />amendment. He indicated that most often this type of use is allowed in a <br />commercial district and occasionally in industrial. <br />Barraclough was concerned about traffic flow on the site give there will be <br />40 to 50 dogs at the facility. The Planner reported that 40 to 50 would be <br />the entire supply during the day, and felt it unlikely there would be more <br />than 12 vehicles at the site at any one time. <br />Maleitzke asked about the tenant in the other half of the building. Jeff <br />DeBace, building owner indicated that a parts and auto body supply <br />company would occupy the remainder of the building. Maleitzke asked <br />about noise. DeBace pointed out that the building is of block construction <br />and did not feel there would be a problem with noise. Duray pointed out <br />that his concern was that the building was close to the mobilehome park <br />and was concerned about barking dogs disturbing these residents. Young <br />indicated that the dogs would have limited outdoor time and would be <br />within a block building over night. <br />Duray asked if the residents of the mobilehome park received notice of the <br />building. The City Clerk replied that the property owner received notice <br />and it would he up to the property owner to distribute the notice to his <br />tenants. <br />Relative to the noise issue, Young pointed out that Country Drive has a <br />great deal of truck traffic and also noted the recycling operation located <br />-7- <br />
