The applicant has a proposed site, at 407 South Owasso <br />Blvd. E:, near Country Drives The site is zoned 1-1., Light Industrial. Currently; Little <br />Canada's code does: not have provision for kenneling of animals except as may occur <br />accessory activity to a Veterinary Clinic. The applicant provided material from the cities. <br />of Roseville and Maplewood, and staff checked Shoreview and Vadnais Heights as well. <br />Each of these communities allow= kenneling: to some degree: The, most prominent <br />location for these uses would be commercially zoned property, although industrial <br />zoned property is also mentioned in some. Of these, most kennel uses,are required to <br />obtain a Conditional Use Permit; and most cities also have a provision for licensing of <br />this use. Some indoor kennel uses are allowed as permitted uses, although the nature <br />of this use is that some activity is nearly certain to occur outdoors, as it does with this <br />proposal. <br />Kennel License/Permit <br />If the City is interested in including this use as allowable in its zoning code, staff would <br />recommend a process as follows: <br />• Require a Conditional Use Permit <br />• Require a separate license to manage day -to -day issues that may arise without <br />requiring enforcement or revocation of the CUP. <br />8 <br />
